At 3 a.m. one day last December, a 78-year-old volunteer for the British Conservative Party was reportedly woken by a call from Mark Menzies, the Conservative lawmaker she worked for. The volunteer, a former campaign manager for Mr. Menzies, paid the sum out of her own savings. Mr. Menzies, who was suspended from the party last month, denies that allegation and others, which include using £14,000 from party funds for personal medical bills. Yet the affair epitomizes a Conservative Party in crisis. Lord Salisbury, Stanley Baldwin, Winston Churchill and Margaret Thatcher led the Conservative Party for more or less 15 years.

The Hessen, a Sachsen-class frigate, left the Red Sea and entered the Suez Canal on Saturday after spending nearly 60 days operating in Middle Eastern waters, Germany's military said Monday. Around 240 crew members aboard the Hessen were on "a permanent war march" during the mission, the German military said in a statement, according to a translation. The Houthi attack involved bomb-carrying drones and one anti-ship ballistic missile, the U.S. military's Central Command said. The U.S. later launched an airstrike destroying three anti-ship missiles and three bomb-carrying drone boats, Central Command said. Gen. Yahya Saree, a Houthi military spokesman, acknowledged the attack, but claimed its forces targeted two American warships, without elaborating. Despite more than a month and a half of U.S.-led airstrikes, Houthi rebels have remained capable of launching significant attacks. The Houthis have spent the past few months lobbing missiles and drones at ships off Yemen's coast. War experts say these attacks are giving Iran and the rebels, Tehran's proxies, valuable data. War experts say the rebels and Iran, their main backer, have been learning key information from the ongoing attacks in the Red Sea and Gulf of Aden. US Central CommandThe Houthi rebels boast a sizable arsenal of one-way attack drones, anti-ship cruise missiles, and anti-ship ballistic missiles, the latter of which had never been used in combat until recently. “They continue to surprise us,” said one senior defense official, referring to the Houthis. Officials also believe Iran instructed the groups to back off the attacks following the US strikes. The issue is becoming more acute, especially given the notable increase in Houthi attacks over the last two days. At the same time, the Houthis also crave international legitimacy, officials said, and want to be recognized as the official Yemeni government. Still, there are no signs yet that Iran is actively withholding support from the Houthis, officials said.

KAMPALA, Uganda (AP) — Authorities in Rwanda on Monday rejected U.S. calls for the withdrawal of troops and missile systems from eastern Congo, saying they are defending Rwandan territory as Congo carries out a "dramatic military build-up” near the border. The U.S. State Department in a statement Saturday criticized the worsening violence caused by M23, describing it as a “Rwanda-backed” armed group. That statement also urged Rwanda “to immediately withdraw all Rwanda Defense Force personnel from the (Congo) and remove its surface-to-air missile systems." M23 is one of more than 100 armed groups active in eastern Congo, seeking a share of the region’s gold and other resources as they carry out mass killings. The US Navy spent months shooting down Houthi drones and missiles in the air. Business Insider visited US Navy warships in the Red Sea this week and learned more about this tactical shift. AdvertisementThe US Navy spent months tirelessly shooting down Houthi threats in the air, but it never struck the Iran-backed rebels in Yemen directly. The shift in tactics toward an emphasis on preemptive action began in mid-January and has seen the US destroy a large amount of Houthi drones and missiles, including anti-ship cruise and ballistic missiles.
